The UK's move towards mandatory electronic invoicing represents one of the most significant changes to business-to-business trading in recent years. As with any major change, there are already many questions surrounding what it means in practice and how businesses should prepare.
Our aim is simple: to provide clear, practical information that helps businesses understand the upcoming changes without unnecessary technical or sales messaging. One thing we will NOT do is to use fear, uncertainty and doubt to get you to sign up now.
First B2B has been part of two of the HMRC working groups to ensure that the HMRC plans for e-invoicing hear views from businesses that will be directly affected by this initiative, not just service providers and software companies with vested interests. First B2B is part of the Technical Working Group, and whilst we will keep companies up to date with relevant information, we cannot share details of those discussions until HMRC decides on the technical approach it wishes the UK to adopt.

Five Things You Need to Know
- As of today Mandatory e-invoicing is planned for April 2029 for all VAT-registered UK businesses.
- Peppol has been announced as the UK's preferred framework for exchanging electronic invoices. As a business, you will not need to be a Peppol Access Point in your own right; you can utilise a service provider. First B2B is an accredited Peppol Access Point.
- Whilst Peppol has been announced as the framework, the detailed technical requirements for data content and structure have not yet been published. We suspect it will be one of two XML formats which we have all ready mapped to our canonical form so it is ready to go.
- Most businesses do not need to make any immediate changes. Whilst the initial announcement was that all UK VAT-registered businesses would need to exchange invoices using structured data, other roll-outs across Europe and the rest of the world tend to be phased.
- First B2B will continue monitoring developments and explaining what they mean in practical terms. HMRC, at this time are looking to announce more details at the UK Budget 2026.
What Has Been Announced?
HM Government has confirmed its intention to introduce mandatory electronic invoicing for VAT invoices from 2029 as part of its wider digital transformation strategy.
The objective is to improve the efficiency of invoice processing, reduce manual administration, increase automation between trading partners and support improved VAT compliance.
While the overall direction has now been confirmed, many of the detailed implementation requirements are still being developed.
What is Peppol?
Peppol is an internationally recognised framework for exchanging structured electronic business documents securely between organisations.
Rather than emailing invoices as PDF documents, Peppol enables invoice data to be exchanged in a structured electronic format between connected systems using certified Access Point providers.
Many countries have already adopted Peppol as part of their national e-invoicing strategies, with the UK now signalling a similar direction.
Frequently Asked Questions
Will every business need a new ERP system?
No. It is expected that businesses will continue to use a wide variety of accounting and ERP systems. Software vendors, accounting providers and managed service providers are expected to offer compliant solutions suitable for organisations of all sizes.
Will PDF invoices still be allowed?
Current Government guidance indicates that a PDF and scanned images (OCR) alone are not considered an electronic invoice. However, businesses may still use software or service providers to generate compliant electronic invoices from their existing processes.
What happens to existing EDI?
Many organisations currently exchange documents using Tradacoms, EDIFACT, XML, APIs and other established formats. At present, detailed guidance on how these existing networks will coexist with the future UK framework has not yet been published. We will continue to monitor developments and provide updates.
Our prediction is that, as PEPPOL uses a 4-corner model, if your existing system produces or consumes electronic invoices via EDI, XML, API or any structured data format you will be able to continue using that format, and your provide (First B2B) will be responsible for conversion and validation against the government requirements.
Do I need to have the PEPPOL technology built in to my tech stack?
Each business will not need aquire the PEPPOL tech stack. The vast majority of businesses will chose a PEPPOL accredited Access Point (AP) and send and receive data via that AP.
Do I need to do anything today?
For most businesses, the answer is no. There is currently no need to rush into technology decisions. The best approach is to remain informed, understand how your existing software may evolve, and seek advice where appropriate.
